| Interior | | | | Interior Department | -1 | | | | | | | | | | While our money comes from many sources, much of it is generated through taxation. Our people agree to pay taxes with the understanding that this is an investment in our future and that they will see services in return. Many of these services are controlled from the Department of the Interior. Click Next to Continue. | | | | y
| Interior | | | | Interior Department | 7 | | | | | | | | | | While social investment is always beneficial, running a region can be an expensive venture. One of the hardest decisions will always be the distribution of funds. Governments have been praised and crucified throughout history for how they treat their citizens. The Department of the Interior includes Social Services, Research and Immigration. | | | | n
| Interior | | | | Social Services Investment | 0 | | | | | | SOCSERV | | | | Social Services includes a variety of sub-departments. Setting the spending levels for these can be adjusted by selecting Social Spending as highlighted below. | | | | y
| | | | | Social Services Investment | | SOCSERV | | | | | | LOCK | | | Here is the overall 'Lock' for Social Spending. If you don't want your Cabinet Minister to make changes to any of these sub-departments then setting the lock here will prevent them from altering your directives. Note: Individual areas may be locked independently if only some require protection from your Minister.
| Interior | | | | Social Services Investment | 0 | | LOCK | | | | | INVEST | | | When financial constraints force us to decrease spending we can make changes in two ways. If you don't wish to take the time to analyze each service independently, you can cut overall spending (which will reduce each service proportionally). The spending slider provided here controls total spending. Its current value is shown here as Annual Social Cost. | | | | n
| Interior | | | | Social Service Quality | 0 | | | | | | | HEALTHQSLDR | | | To the right of each service we also see a graphical representation of the Quality Rating for each service. These ratings are tied directly to the investment in each service.
| Interior | | | | Social Service Spending | 0 | | | | | | | TLAW | | | Rather than target all services, we can also change spending on a service by service basis. For example, if we select Law Enforcement we get controls for spending on this particular sub-department. | | | | y
| Interior | | | | Law Enforcement Spending | 0 | | TLAW | | | | | | | | In this panel we are able to see our current investment to this service as well as the what the recommended amount is. That service's current quality rating is also shown here. The recommended value is calculated based on many factors, including our type of government and the estimated expense in manpower required to adequately provide the service. If the quality rating of a service declines significantly, the effect on our region will also vary by the service involved. (eg. As the rating for Law Enforcement declines, the crime rate will escalate and the chance of civil disorder will increase.) | | | | n
| Interior | | | | Law Enforcement Spending | 0 | | | | | | SOCSERV | | | | When done with changes to social services, selecting Social Spending again will close these panels. | | | | n
| Interior | | | | Research | | SOCSERV | | | | | | | | | Before entering the Research sections, there is information already available that is worth noting. With the first panel for the Department of the Interior open we can review the current annual spending level for Research, our Research Efficiency Level and our current Technology Level. The Efficiency of our Researchers will have a direct impact on the speed of projects and will certainly suffer if we run short of funding. The Technology Level represents the overall scientific development of our region and determines what technologies and military designs we are capable of developing. The 'Next' indicator beside the Tech Level indicates the progress we have made towards the next level.
| Interior | | | | Research Centers | 0 | | | | | | RCENTRE | | | | From this panel we can also access the status of our Research Centers (as highlighted below). | | | | y
| Interior | | | | Research Centers | 0 | RCENTRE | | | | | | | | | Each Research Center increases the number of simultaneous projects that we can research. Also, the greater the number of centers we have, the more we are able to invest in Research. This will assist us in improving Research Efficiency and more quickly reaching higher Technology Levels. Each Research Center has the same sort of controls as other facilities (Deactivate / Activate, Scrap, Destroy, etc...). | | | | n
| Interior | | | | Research | 0 | | | | | | | TECHPOPUP | | | There is also an option here to review our overall Research and Development Settings in a Popup Panel. This allows us to examine a more complete and detailed summary of our R&D.
| Interior | | | | Research | 0 | RCENTRE | | | | | RDBUT | | | | Let's now review all the aspects of 'Research and Development' sectionà | | | | y
| | | | | Research | | RDBUT | | | | | | LOCK | | | As with other decisions, if you wish to prevent the Minister of the Interior from making changes to your R&D settings, you must be sure to 'Lock' this section of their department.
| Interior | | | | Research | 0 | LOCK | | | | | | | | | In this panel we can view the current cost of our research and the progress we have made on current projects. Items being developed could either be Military Unit Designs, or Scientific Advancements. In all cases, the class of a unit or the category of an advancement will be graphically represented in front of that project's title. Selecting a Project will allow you to order it Paused or Cancelled. Note: Progress already made on a project is not lost, even when it is cancelled. | | | | n |
| Interior | | | | Research | 0 | | | | | | | | | | Below the projects list you will notice 'Current Projects'. This is reporting a summary of how many projects we currently have in development versus the maximum number of projects we could be working on simultaneously. If we currently are developing less than we could, the unassigned resources will be applied to existing projects to try and lessen their development time. Pausing a selected project will also cause research to be redistributed to active development. | | | | n |
| Interior | | | | Research | 0 | | | | | | | RDTREEBUT | | | Any Scientific Advancements that have been achieved by us or by previous administrations will be found in our Technology Encyclopedia. | | | | y |
| Interior | | | | Research - Technology Encyclopedia | 0 | | RDTREEBUT | | | | | | | | These Technologies are separated by category; Warfare, Transportation, Science, Technology, Medical and Society. Further details can be viewed on each project by double-clicking its name in the appropriate list. (Note: Any given technology or unit that we may want to develop could have up to two required prerequisites.) | | | | n |
| Interior | | | | Research | 0 | | RDTREEBUT | | | | | QUEUE | | | While the first button shows you what technical achievements your region has already acquired, the second button shows what projects are still available for you to research. | | | | y |
| Interior | | | | NO WAIT | 0 | | QUEUE | | | | | | | | NO WAIT | Y | | | n |
| Interior | | | | Research | 0 | | | LIST1 | | | | | | | Once again, available research projects are separated by sub-category. When a project is selected, we can then see the cost and the required development time needed to complete it. Selecting 'Begin Research' will add the project to the queue.
| | | | | Research - Prerequisites | 0 | | | | | | | | | | If this new project has unrehearsed prerequisites, these will also be added to the list ahead of the project you chose. Note: No Research Project can begin development until all of its prerequisite technologies have been achieved and canceling a prerequisite technology will also cause any follow up project to be removed from the development queue. | | | | n |
| Interior | | | | Research - Unit Designs | 0 | | QUEUE | | | | | TARGETRDBUT | | | As well as scientific advancements, our researchers can also develop new Military Unit Designs. As with all technologies we can only see ones for which we have achieved the required technology level. Units may also have scientific prerequisites and these may have prerequisites of their own. Sometimes adding a single unit to the research queue will bring 4 or 5 technologies with it. | | | | n |
| Interior | | | | Research - Missile Designs | 0 | | | | | | | RDMISSILE | | | Missile designs are achieved in a similar fashion, although Weapons of Mass Destruction are by default filtered out of this list. (You can choose to view available WMD projects, but pursuing them can lead to repercussions from both neighbors and the World Market.) | | | | n |
| Interior | | | | Research Spending | 0 | | | | | | | RDOPTBUT | | | The last button takes you to your control over actual Research Spending. | | | | y |
| | | | | Research Spending | | | RDOPTBUT | | | | | | | | Research Spending is controlled as an overall amount, however secondary options allow you to focus that funding. It is also possible to overspend on Research, when you have the available funds, though only Research Efficiency and development of your General Technology Level will benefit from the extra. Note: You can choose to lock your Minister of Interior from adjusting Research spending even though they could still decide what projects to develop.
| Interior | | | | Research | 0 | | RDOPTBUT | | | | | TECHTREE | | | As with other elements in our government, we have the ability to review a more complete picture of our Research and Development in a Popup Panel. (This is the same screen that is seen when you double click on any of your own research centers on the main map.) | | | | n |
| Interior | | | | Regional Migration | 0 | RDBUT | | | | | TIMM | | | | The last element of the Department of Interior we need to review are the policies towards regional migration. | | | | y |
| Interior | | | | Regional Migration | 0 | TIMM | | | | | | | | | Immigration and Emigration are constantly occurring within our region. In most cases it is preferable that Immigration exceed Emigration and that our population (aka our Tax Base) grows. People will decide to move to, or decide to leave a region based on many factors, including tax rates, social policies, approval rates and immigration fees. However you can also influence these trends by increasing or decreasing barriers to movement through Immigration and Emigration Controls. | | | | n |
| Interior | | | | Interior Department | 0 | TIMM | | | | | | | | | That concludes our review of the Department of Interior. As you will come to learn, proper management of this department may not only ensure the current happiness of your people but can have a huge impact on your future as leader.
